No: 1 / 2008 Subject: «Member’s position in the EC» The meeting started after all members accepted their position in the E.C., as the General Assembly has decided in the last Meeting (Amaroussion 12/2007) D. EC. No: 2 / 2008 Subject: «Network’s Action Plan» After an extended conversation all members decided that a report analyzing and describing the role of the members of the Network’s Executive Council (e.g. vice presidents, secretaries etc) will be drafted by the municipality of Umea and presented in the next Executive Council’s Meeting that is scheduled to take place there. D. EC. No: 3 / 2008 Subject: «Amendments of the Network’s Internal Rules» After an extended conversation all members decided that the amendments of the Network’s Internal Rules will be made accordingly to the articles of the signed Statute which was distributed to the members of the Executive Council; comments are expected by all the attendees by the end of June in order for the Municipality of Maroussi to prepare the final report which will be presented on September in the 2nd EC’s Meeting; D. EC. No: 4 / 2008 Subject: «Future meetings of the Network» After an extended conversation it was decided regarding the future meetings of the Network, that the next Executive Council’s Meeting will be held in Umea on 18-19/09/08, whereas about the 2nd General Assembly Meeting it was decided to take place either in Fonte Nuova - Italy or in Maroussi - Hellas on December 2008. If the General Assembly of 2008 held in Fonte Nuova the next one of the year 2009 will be held in Amaroussion. The General Assembly Meeting of 2010 will take place in Ghent - Belgium in Spring 2010. No: 5 / 2008 Subject: «Network’s Site» As far as the progress of the Network’s Site is concerned, the following alterations were proposed and decided: the map with the cities-members must be altered and become more enlarged in order for all the area of Sweden to be included; links for all the cities - members to be available (every city its page), οption - button “searching for partnerships” to be displayed; a new link with FAQs a chat room available for online use by the citizens; a new website with the title Forum is necessary that will be exclusively used by the Members with their personal password.; a questionnaire displayed in the Network’s option “Contact Us” regarding citizens’ satisfaction (to be filled by european citizens); a news and events link describing news and announcements from every city; a link with the twinning relationships between the members root networks, the Quality Oath a page enumerating the reasons why a municipality has an added value in becoming a member of the Network presentation of the quality instruments or quality innovations used by the members the inventory form must be filled by all of the members D. EC. No: 6 / 2008 Subject: «Preparation of the next Executive Council» Limassol is responsible to present a report concerning the Network’s potential publication initiatives in Umea Meeting. Fonte Nuova is responsible about the coordination of the intermunicipal cooperations. Till now has been scheduled the town-twinnings among the “Q-cities” members of (Maroussi-Fonte Nuova, Maroussi-Limassol and Fonte Nuova- Nea Ionia). Ghent is responsible to present potential initiatives of exchanging know-how and expertise among the members in the next Executive Council’s meeting and explore the possibility of formulating a tool/format of best practices based on which common activities could be taken (such as Umea’s visits in Tilburg or Umea’s library activities etc Strovolos is responsible to present potential dissemination initiatives/action of the Network’s dynamic and ways of “attracting” new members’ interest. No: 7 / 2008 Subject: «Open European Proposals» Concerning open European proposals, it was decided that regarding the “Progress” programme, the Municipality of Nea Ionia Magnesias will be responsible to set forward a common proposal of the Network with the cooperation of DOKPY, Maroussi, Gent and of course the whole Network’s associates. D.EC.No: 11 / 2008 Subject: «Town – twinning cooperation’s initiatives» After an extended conversation and Fonte Nuova’s proposals, all members decided to encourage all their twin cities to join the network. D.EC.No: 12 / 2008 Subject: «Action plan 2009» All members accepted Amaroussion’s proposal for action plan, about the fees and the budget that it is maybe possible to apply for financing of the meetings of the executive council next year. When Q-cities arrange the annual assembly it should at the same time arrange the conference of administrative innovation with the possibility to get EU-funding for this kind of arrangements. All members decided that it is important to attract new members but not to mention specific cities in the action plan. All members decided that under the chapter of Publicity they will ad the press conference at the golden stars award that will take place in Brussels on 13th-15th November. All members decided on Umea’s suggestion that they should find a common core in their cooperation. For example they could at the annual conference present “the quality city” consisting of best practice in different departments of their cities. All members decided that they will ad four activities for the network All members decided that they will find financing to their activities All members decided on establishing an award and awareness of best practice All members decided on communicating about participation in EU-projects All members decided on cultivating study visits for politicians, managers and civil servants among the member cities All members decided on adding in the action plan that they will investigate about a Brussels office. Umea will get in contact with Stockholm and Gent with the Gent office. After an extended conversation all members agreed on the proposed action plan, fees and budget was accepted with these amendments D.EC.No: 13 / 2008 Subject: «Remarks and proposed amendments on the Statutes for the General Assembly» Amaroussion presented its proposed amendments to the statutes. §1, membership fee The executive council makes the proposal about the fees but the General Assembly takes the final decision. Membership fee for associate member is 1000 euro. §2 Associate members We will let even other countries besides European to participate. Delete “European” in the text. §4 Private companies OK to proposal §5 OK to proposal §8 member expulsion A member that doesn’t contribute the membership fee on time can be expelled from the network by the annual assembly. D.EC.No: 16 / 2008 Subject: «Responsibilities of hosting city» After an extended conversation, all members decided that the hosting city will cover the costs for dinners and events etc. Each visiting city will cover the costs for their travel and accommodation. This is to make it possible for everyone to arrange these meetings. These obligations will be part of the internal rules, which will be approved during the next meeting. D.EC.No: 17 / 2008 Subject: «Diffusion, New members» After an extended conversation, all members decided on Limassol’s proposal which was presented by Strovolos, about ways of attracting new members. ( as it is referred in the relevant written proposal). D.EC.No: 18 / 2008 Subject: «Website presentation» After an extended conversation, all members decided on using the template with people but ad some more trees. The logo is not to be changed but the template could be changed. Amaroussion will work to make the changes that the members decided in Limassol on making a more dynamic website. In addition, all members accepted Gent’s proposal that they should have a personalized message on the website from each member with a picture and a brief statement. Each city will send a statement and a picture (from mayor or councillor) to Amaroussion for the website. D.EC.No: 19 / 2008 Subject: «Publishing» Limassol presented the concept/framework of Network Publications and publicity tools. After an extended conversation all members decided to postpone the decision about a printed newsletter until they have a content to fill it with, for example different projects etc. D.EC.No: 20 / 2008 Subject: «Membership application form» After an extended conversation and Amaroussion’s presentation of an application form all members decided: To change the text from Declaration to Statutes. The application should be signed by authorised person and the contact person. The decision need to be attached to the application. D.EC.No: 21 / 2008 Subject: «Final preparation of the General Assembly 2008 in Fonte Nuova, Italy» All members decided to start the programme in the evening of 6th November, conference on the 7th and General Assembly on the 8th. The meeting of the Executive council will be held in the evening of the 6th. Amaroussion will prepare the agenda for the official meeting of the General Assembly. D.EC.No: 22 / 2008 Subject: «Suggestions on the presidencies» After an extended conversation all members accepted Amaroussion’s suggestion that Amaroussion should continue as president for 2009 and that for the General Assembly of 2009 will propose Umea for Presidency. The same proposition was made for all E.C. members, to continue for another term, as it was an inactive term, due to the setting up of the Network. All members agreed on that proposition. No: 26 / 2008 Subject: «Statute amendments» The following amendments were finally approved by all members: ARTICLE 10 General Assembly The Members of the Association – Network will hold an Annual General Assembly once a year. The General Assembly that involves election of the Executive Council will be held during the last three months of the year. At the Annual General Assembly the overall program, budget, membership report, strategic developments and membership fees for the year ahead will be discussed and approved. Work progress will be evaluated. At every Extraordinary Annual General Assembly, elections for the members of the Executive Council or their renewal will be held by discretion. Only full members are entitled to vote at the Annual General Assembly. [……] 6. For the decisions that are taken will be held records which will be registered in the minute book. It is possible to hold the minutes records only in electronic way and not in paper . ARTICLE 13 Election of the president and the two Vice-presidents The President and the two Vice-Presidents will be elected from the members of the Executive Council. The President and the Vice-President are elected for one tenure, The tenure is the period between two Annual General Assemblies. The member that has been elected as a President, cannot submit candidature for the same seat again, unless a) two tenures have passed since the member was last elected as President or b) the tenure while the members was elected as a President, was defunct due to reasons that have to do with the Networks disfunction or inactivity. The Q-Cities Coordination Office must receive nominations for the election of the members of the E.C. not later than one month prior to the date of the Annual General Assembly. In case of inactive lapse of this time, no nominations can be accepted. But if the nominations submitted are not sufficient to cover all E.C. seats, members are allowed to submit candidature at any time until A.G.A. meeting. D. EC. Associate membership is open to other organisations (Regional Authorities, Research Institutes, Universities) from EU and EFTA or cities from other European countries. Moreover private companies may also apply for associate membership status. For the membership fees of each category please click here . Membership must be submitted by a written application sent to Q-Cities Coordination Office . The written application must be filled on the appropriate official application form . Each city/town shall appoint one elected or non elected official representative and up to two technical experts who will attend the meetings without any voting rights and actively participate in the joint tasks, approved by the Network. All the applications must be authorised by a Municipal Council Decision. The membership status is granted subject to the approval of the General Assembly. The prerequisites for a city to be full member of Q-cities is either the implementation of CAF or EFQM, either to be certified by ISO, or to have implemented EMAS rules, either to have established an office for quality matters or to have developed an innovative action on these matters or to have implemented other quality initiatives.
